Main duties:
1. Implement policies, laws and regulations on health, as well as health development; make overall plans for the allocation of health resources and organize the formulation and implementation of regional health plans; formulate and organize the implementation of policies and measures that are aimed at promoting the equalization, popularization and convenience of basic public health services and the extension of public resources to communities.
2. Coordinate and advance the institutional reform of the medical and health system, organize to deepen the comprehensive reform of public hospitals, improve the modern hospital management system; organize the implementation of policies and measures to promote the diversification of health care and public service providers.
3. Organize the implementation of prevention and control plans for major diseases, as well as intervention measures for public health problems that seriously endanger people's health; organize the implementation of immunization plans; take charge of health emergency work; organize and guide the prevention and control of public health emergencies as well as medical rescue for various public health emergencies.
4. Implement policies and measures for the aging population; improve the elderly care service system and the combination of medical and health care.
5. Implement a State, provincial and municipal essential medicine system.
6. Supervise and manage occupational health, radiation health, environmental sanitation, school sanitation, public area sanitation and drinking water sanitation within the scope of its duties; prevent and control infectious diseases and improve the comprehensive health supervision system; establish and improve service networks for disease prevention and control, health education, maternal and child health, mental health, emergency treatment, health supervision and family planning; organize the patriotic health campaign.
7. Supervise the implementation of management measures for medical institutions and the medical service industry; establish a medical service evaluation, supervision and management system.
8. Take charge of family planning management and services, perform population monitoring and warning, study and give suggestions on population and family development; guide the work of the district family planning association.
9. Guide grassroots healthcare; guide the construction of grassroots systems of medical care and maternal and child health services as well as a general practitioners’ team; improve grassroots health service functions; promote the innovation and development of healthcare technologies.
10. Guide the healthcare for cadres; ensure medical and health security during important meetings and events.
11. Formulate the district’s middle- and long-term development plans for traditional Chinese medicine and organize their implementation; be responsible for the inheritance and innovation of traditional Chinese medicine and the integration of traditional Chinese and Western medicines and coordinate the development of traditional Chinese and Western medicines.
12. Carry out exchanges and cooperation in the field of health, and overseas publicity and aid; carry out continuing medical education.
13. Implement policies on the development of health personnel and promote the construction of a high-quality and professional team of health personnel.
14. Take charge of production safety in the health industry as well as health emergency responses and rescue in production safety accidents.
15. Complete other tasks assigned by the CPC Guangming District Committee, the District Government and other governing departments.
16. Duties related to the Guangming District Civil Affairs Bureau. The District Health Bureau drafts policies and measures for the aging population and the combination of medical and health care, and organizes their implementation; comprehensively coordinate, supervise, guide and organize efforts to advance the development of aging care; manages health services for senior people including the prevention of old-age diseases, and medical care and mental health services for senior people; implement plans, laws, regulations, policies and standards for the construction of an aging care system; be responsible for aging care and provide assistance to senior people in special need.
