Main duties:

1. Coordinate and advance the development and construction of major areas such as the Guangming Science Town.

2. Formulate goals and implementation strategies for the development and construction of major areas, and make medium- and long-term construction plans and annual implementation plans.

3. Be responsible for the daily organization and operation of the chief designer system in major areas; guide and provide suggestions for the development strategies, area planning, urban design, and architecture design plans of major areas.

4. Follow up on, supervise, and urge the progress of major urban development projects in major areas.

5. Build and operate a think tank for the development and construction of major areas, introduce domestic and foreign high-end consultation and research institutions, and provide technical support for the development and construction of major areas.

6. Conduct special research projects on the development and construction of major areas; plan and promote the district’s major urban development programs.

7. Participate in drafting the district’s urban development plans and make plans for the transfer of land used in urban development programs.

8. Evaluate the implementation of plans in major areas at all levels and propose optimization suggestions.

9. Assist industrial departments in implementing industrial policies in major areas and attracting investment.

10. Be responsible for the daily management of the command office of development and construction of major areas.

11. Be responsible for the district’s foreign exchanges and cooperation in urban development.

12. Complete other tasks assigned by the CPC Guangming District Committee and the District Government.
