Main duties:
1. Implement State, provincial and municipal education laws, regulations and policies; formulate the district’s education development plans and annual plans; formulate education and teaching reform plans, and organize their implementation upon approval.
2. Promote the balanced development of compulsory education and education fairness; make plans for and manage the district's preschool education, compulsory education, vocational education, adult education and special education; guide schools in standardizing school operation, conducting education and teaching reforms and implementing quality education in an all-round way.
3. Guide and coordinate the establishment of schools; draft and implement enrollment plans; organize school admission examinations.
4. Be responsible for the administrative review and approval of private primary and secondary schools, private kindergartens and non-degree education and training institutions and noon-care nurseries established with social capital; guide, manage and supervise private education institutions and kindergartens; investigate and deal with violations of education laws and regulations in the district.
5. Be in charge of education funds; guide and supervise the internal audit of the district's education system; plan and manage educational technology, equipment and informatization in schools; coordinate and guide the school capital construction of the district’ s education system.
6. Guide and coordinate the teaching and scientific research of the district's education system and the management of student financial assistance; guide and manage exchanges and cooperation in education and teaching; guide schools in carrying out standardized management of logistics.
7. Guide teachers' ideological and political work and students' moral education in schools and kindergartens at all levels and of all types in the district; guide school spiritual civilization construction and sports, arts and health education; assist in the promotion of Mandarin and the standardization of Chinese characters.
8. Be responsible for the employment, allocation, assessment of teachers and the evaluation of professional titles; advance the personnel system reform.
9. Take responsibility for teacher and educational administrative cadre team building in schools and kindergartens at all levels and of all types in the district; assist HR divisions in cadre inspection, appointment and removal; work with relevant departments to carry out the daily management of foreign teachers.
10. Guide and supervise school safety management; guide school safety work; guide legal education, national defense education and safety education in various schools; supervise and inspect the implementation of education laws, regulations, rules, guidelines and policies in the education system of the district.
11. Research, propose and implement policies and measures for building the talent team in education.
12. Complete other tasks assigned by the CPC Guangming District Committee, the District Government and other governing departments.
