Main duties:
1. Formulate and organize the implementation of the district’s development strategies, medium- and long-term plans, annual plans, policies and measures for industry and information technology; put forward policy suggestions for optimizing the industrial layout and structure; study and propose development strategies for new-model industrialization development to advance the integrated development of informatization and industrialization, and of the service and manufacturing sectors; guide the improvement of quality management and production safety in industry and information technology.
2. Monitor and analyze the current status of the district’s industry and information technology, and commerce and finance sectors; release information, make predictions, give early warnings, offer information guidance, and put forward policy suggestions on major problems arising during the operation and development of the industries; lead service enterprises and cultivate large backbone enterprises; coordinate industrial transformation and upgrading.
3. Take responsibility for the overall planning, implementation management, and performance evaluation of various special financial funds and expenditures under its management.
4. Formulate and organize the implementation of special plans, policies, and measures for industrial transfer and industrial park development; research and coordinate major problems arising during the development of industrial parks and put forward policy suggestions.
5. Formulate and organize the implementation of policies and measures to promote investment in the fixed assets and technological transformation of enterprises in the fields of industry and information technology; plan follow-up services for major projects in the fields of industry and information technology.
6. Coordinate and guide the technological progress, technological innovation, technological introduction, digestion, absorption and re-innovation, the localization of major technological equipment and the research and development of major technological equipment in the fields of industry and information technology; promote the industrialization of scientific and research achievements.
7. Promote information technology in the economy; enhance the accessibility of new-generation information technology and the Internet; coordinate and improve the construction of information technology infrastructure; coordinate the planning of communication pipelines, communication sites and public communication networks; promote information sharing and connectivity in the information network.
8. Organize the implementation of policies and measures to promote the development of the power industry; monitor the operation of the power industry, manage the power industry under the law, coordinate and implement plans for the power pipeline network, and coordinate the construction of power energy and power networks.
9. Organize the implementation of special plans, policies, and measures for the comprehensive utilization of resources, promotion of cleaner production, energy conservation in industry and information technology and the circular economy; organize the supervision of energy conservation in regard to industry and information technology; promote green manufacturing.
10. Manage the production and sales of civil explosives.
11. Lead investment promotion; follow up on major investment promotion programs; be responsible for foreign exchanges and cooperation; lead the implementation of the “going global” strategy.
12. Guide and promote commercial circulation; assist relevant departments to regulate the order of the market economy.
13. Promote the coordinated development of domestic and foreign trade; optimize the layout and structure of commercial circulation; facilitate the institutional reform of commercial circulation; coordinate and solve major problems in commercial circulation.
14. Facilitate the development of the financial industry in the district; contact financial institutions, and conduct coordination, information exchanges, and interconnected supervision; assist relevant departments in the supervision of financial institutions and industrial self-disciplinary organizations.
15. Coordinate and promote the construction of platforms and carriers for civil-military integration; improve exchanges and cooperation of institutions concerning civil-military integration.
16. Coordinate, guide and serve the district’s work in poverty alleviation and cooperation, partner assistance, partner support, and cooperation and exchanges.
17. Guide and coordinate the talent team construction, and exchanges and cooperation in the system.
18. Complete other tasks assigned by the CPC Guangming District Committee, the District Government and other governing departments.
