Main duties:

1. Implement State, provincial, municipal and district laws, regulations and policies on landscaping, environmental sanitation, urban lighting, city appearance management, digitalized urban administration and comprehensive urban management law enforcement; formulate related policies and organize their implementation upon approval.

2. Draft plans for landscaping, environmental sanitation, urban lighting, city appearance management, digitalized urban administration and comprehensive urban management law enforcement, and organize their implementation upon approval.

3. Draft annual plans for city maintenance fees (not including road maintenance) and special funds, as well as plans for fund allocation, and supervise the use of funds.

4. Manage sectors such as environmental sanitation, urban lighting, city parks and road greening (not including expressway and forest land greening; the same below); guide and coordinate the management of city appearance and environmental sanitation; coordinate actions to improve the city's appearance and environment.

5. Draft special plans for the establishment of outdoor advertising facilities (not including bus stops; the same below), and implement them upon approval; manage outdoor advertising facilities under its jurisdiction; review and approve applications for setting up outdoor advertising facilities.

6. Manage environmental sanitation, urban lighting, city parks and road greening maintenance under its jurisdiction; renovate and improve parks and road greening under its jurisdiction.

7. Supervise and manage safety in such sectors as environmental sanitation, urban lighting, outdoor advertising facilities, city parks and road greening maintenance.

8. Coordinate and guide the digitalization of the district’s urban management; coordinate the construction of informatized and smart urban management; operate and manage the district’s digitalized urban management platform.

9. Coordinate and guide the comprehensive law enforcement of urban management in the district; organize trainings and evaluations; arrange to conduct special law enforcement actions across the district; lead the investigation of major and complex cross-subdistrict cases.

10. Be responsible for the construction of a talent team in urban management and comprehensive law enforcement.

11. Complete other tasks assigned by the CPC Guangming District Committee, the District Government and other governing departments.

12. Related duties:

(1) Duties related to the Guangming District Planning and Natural Resources Bureau:

1) Regarding greening management, the Guangming District Planning and Natural Resources Bureau manages the district’s forestry; organizes efforts to conduct State-owned land greening, afforestation, national tree planting, and the protection and supervision of ancient trees and famous wood species. The Guangming District Urban Administration and Law Enforcement Bureau manages the greening of governed parks and roads, and the district’s road greening.

2) Regarding park management, the Guangming District Planning and Natural Resources Bureau manages the district’s nature reserves, scenic spots, natural heritages, geological parks and wetland parks; coordinates and guides the construction of the district’s forest parks. The Guangming District Urban Administration and Law Enforcement Bureau coordinates and guides the construction of the district’s city parks and country parks; manages district-governed parks.

(2) Duties related to the Guangming District Transport Bureau:

1) Regarding road greening management, the Guangming District Transport Bureau plans, designs and conducts greening projects for new, renovated and expanded roads, and examines and accepts such projects upon completion; proposes suggestions on traffic management and safety in road greening technical standards. The Guangming District Urban Administration and Law Enforcement Bureau participates in planning and designing road greening projects, and in examining and approving such projects upon completion; organizes efforts to draft the district’s road greening protection standards; takes over the management of existing road greening projects, and takes responsibility for the daily care, renovation and improvement of such projects.

2) Regarding road lighting management, the Guangming District Transport Bureau plans, designs and conducts lighting projects for new, renovated, and expanded roads, and examines and accepts such projects upon completion. The Guangming District Urban Administration and Law Enforcement Bureau participates in planning and designing road lighting, and in examining and accepting such projects upon completion; organizes efforts to draft the district’s road lighting maintenance standards; takes over the management of existing road lighting, and takes charge of the daily care, renovation, and improvement of such projects.

(3) Duties related to the Guangming District Market Supervision and Regulation Bureau:

1) Regarding outdoor advertising management, the Guangming District Urban Administration and Law Enforcement Bureau coordinates and guides the establishment and management of outdoor advertising facilities; supervises and guides the subdistricts in investigating illegal behaviors in setting up outdoor advertising facilities without approval. The Guangming District Market Supervision and Regulation Bureau supervises outdoor advertising content and investigates and deals with illegal advertising behaviors according to the law.

2) Regarding kitchen waste management, the Guangming District Urban Administration and Law Enforcement Bureau guides, coordinates, supervises and checks kitchen waste collection, transportation and disposal in the district. The Guangming District Market Supervision and Regulation Bureau supervises enterprises that produce, refine, process, pack and can edible oil, and the use of edible oil.

(4) Duties related to the Guangming District Housing and Construction Bureau:

The District Housing and Construction Bureau manages construction waste disposal yards (not including those transferred to the District Urban Administration and Law Enforcement Bureau), while the District Urban Administration and Law Enforcement Bureau manages yards transferred from the District Housing and Construction Bureau and continually monitors their stability and safety.
