Main duties:
1. Implement plans and decisions by the CPC Guangming District Committee, the District Government, the district’s leading group on city renewal and the district’s leading group on land development; coordinate, supervise and guide city renewal, land development and the expropriation of houses in the district.
2. Draft policies, procedures and regulations on city renewal, land development and the expropriation of houses in the district, apply for approval through required processes and organize their implementation.
3. Organize to compile medium- and long-term plans and annual plans for the district’s city renewal, apply for approval through required processes and organize their implementation.
4. Review and submit for approval city renewal unit plans; report and put on record the results of approval; confirm entities performing city renewal, sign project supervision agreements and supervise the implementation of city renewal unit plans.
5. Verify land information for city renewal projects and the ownership of such land, including the disposal of land previously used in city renewal projects, and identify old village houses.
6. Improve the expropriation and transfer of and compensation for construction land and land contributed for city renewal projects; conduct land price evaluation, the transfer and storage of contributed land and the supervision of approved construction land for city renewal projects.
7. Be responsible for the review and submission for approval of construction land, including farming land and the transfer of unused land, for city renewal projects; be responsible for construction planning permission, signing contracts for the assignment of State-owned land use rights and relevant management.
8. Examine and apply for approval of implementation plans for major city renewal units led by the government.
9. Coordinate and conduct land development and house expropriation, issue notices for expropriation and apply to issue administrative and compensation decisions on house expropriation.
10. Review compensation plans for expropriated houses, implementation plans for monetarily compensated land development projects, implementation plans for benefit coordination in land development and implementation plans for establishing reserved land on undeveloped land in built-up urban areas or areas under the bureau’s jurisdiction, which has not yet been expropriated, transferred or compensated, instead of on State-owned land reserve, returned land or resettlement land for demolition; put them on record or apply for approval according to regulations.
11. Organize efforts to draft annual plans, medium- and long-term plans, and annual fund guarantee plans for land development and house expropriation, apply for approval according to required procedures and organize their implementation; manage land development funds as permitted.
12. Coordinate and manage the allocation of resettlement housing for demolition.
13. Coordinate and conduct city renewal, land development and the transfer and storage of the land of expropriated houses, and assist in reserved land management.
14. Build a talent team in city renewal, land development and house expropriation.
15. Complete other tasks assigned by the CPC Guangming District Committee, the District Government and other governing departments.
16. Duties related to the Guangming District Housing and Construction Bureau. The District Housing and Construction Bureau drafts implementation rules for shantytown renovation, formulates annual plans, implementation plans, concept plans and special plans for shantytown renovations and assigns implementing entities. The District City Renewal and Land Development Bureau reviews and approves special plans for such projects, reviews and approves applications for construction land, issues permits for the construction planning of shantytown renovations, examines and accepts construction planning and manages relevant planning.
