Main duties:

1. Implement State, provincial and municipal laws, rules, regulations and policies on finance, taxation, accounting management, government procurement and State-owned assets management in administrative institutions; develop financial and taxation policies and plans as well as a budget management system for the district and organize their implementation upon approval.

2. Manage the District Government’s revenue and expenditure; draft the district’s annual budget and final accounts and its budget adjustment plans and organize budget enforcement at the district level; manage local financial revenues, report to the Guangming District People’s Congress and higher governing departments on the district’s State-owned assets management and inspect State-owned assets, financial records and confiscated goods in administrative institutions; develop expenditure standards for district administrative institutions, review and approve budgets and final accounts for such institutions and supervise their financial activities.

3. Develop and implement the local national treasury management system and coordinate the district's fiscal funds; take charge of work related to the District Government’s venture capital guiding funds according to regulations.

4. Coordinate and advance the performance management of the financial budget; supervise government procurement.

5. Manage local government debts and foreign loans (donations) from international financial organizations and foreign governments according to regulations; manage the non-trading and non-operating foreign exchange purchasing of administrative institutions.

6. Manage the district’s accounting work; assist higher finance authorities in inspecting sectors related to certified accountants and assets assessment.

7. Review the settlement and final accounts of projects funded by district fiscal funds and investigate the fund utilization in such projects; approve the final accounts of such projects.

8. Be responsible for building a team of finance personnel.

9. Complete other tasks assigned by the CPC Guangming District Committee, the District Government and other governing departments.
