Main Responsibilities:

1. Implement policies and directives from district leadership and specialized working groups related to urban renewal, land consolidation (including coordination among parties of interest), housing expropriation, and urban village redevelopment involving demolition and reconstruction; oversee and coordinate these efforts across the district.

2. Develop and propose district-wide policies, procedures, and regulations in these areas; submit for approval and supervise their execution.

3. Prepare medium-to-long term, special, and annual plans for urban renewal, land consolidation, housing expropriation, and urban village redevelopment; ensure official approval and oversee implementation.

4. Review and approve urban renewal planning units; verify project implementers; formalize supervision agreements; conduct administrative enforcement related to urban renewal projects.

5. Coordinate land consolidation and residential expropriation efforts; issue official notices; handle formal administrative decisions on expropriation and compensation.

6. Review compensation plans for expropriated properties, monetary compensation schemes for land consolidation projects, and implementation plans for projects requiring coordination among parties of interest — including land consolidation blueprints — then submit them for approval or filing.

7. Oversee the allocation of relocation housing following demolitions.

8. Guide and supervise all subdistricts in executing urban renewal, land consolidation, housing expropriation, and urban village reconstruction work.

9. Fulfill additional tasks assigned by the district Party committee, government, and higher authorities.
