Main Responsibilities:

1. Develop and implement strategies, plans, policies, and standards related to government services and data management; assist in drafting applicable local laws and regulations.

2. Lead the planning and implementation of initiatives for digital Guangming, digital government, smart city development, and a digital society.

3. Coordinate the construction and integration of the district's government service system.

4. Coordinate and advance the development of foundational systems for data elements, including property rights, circulation, allocation, and governance; guide the creation of a data market; promote the growth of data trading platforms.

5. Facilitate the integration, sharing, and effective use of data resources across the district.

6. Oversee district-wide government IT projects.

7. Coordinate the management of application systems for digital government and smart city platforms.

8. Coordinate the development of digital infrastructure.

9. Coordinate the development of the district's digital government, smart city networks, and data security systems.

10. Support major scientific research efforts targeting core data technologies and key equipment.

11. Coordinate the district's efforts to address citizens' needs and complaints, covering system development, feedback channel management, platform planning, process optimization, performance evaluation, and oversight.

12. Manage and supervise websites and new media platforms of district Party and government bodies.

13. Oversee talent development in the bureau's field and industry.

14. Undertake other responsibilities assigned by the district Party committee, government, or higher authorities.
