Main Responsibilities

1. Direct, coordinate, and oversee petition management across the district. Process petitions submitted via letters, visits, and online platforms that are referred by the district Party committee, district government, and higher authorities. Organize district leaders' petition receptions and handle cases forwarded through official email systems. Propose improvements and disciplinary measures per "Petition Work Regulations."

2. Handle petitioners' requests for case review submitted to the district government and oversee public hearings for major cases.

3. Collect, organize, assign, process, and supervise public suggestions.

4. Manage, coordinate and serve the petition windows within the District Petition Hall.

5. Persuade petitioners to follow proper procedures and assist law enforcement in handling petitions outside official venues according to legal procedures.

6. Establish and improve petition information reporting system; regularly report analysis and assessment of petitions to district leadership. Conduct research on policy-related and overarching petition matters, as well as on prominent and challenging petition issues. Monitor and resolve group-related petition conflicts.

7. Promote petition-related laws and policies; provide staff training; oversee digital systems for petitions; standardize reception facilities.

8. Implement performance evaluations and accountability related to petition management.

9. Manage and allocate assistance funds for petitioners in the district.

10. Fulfill other assignments from the district Party committee, district government, and higher authorities.

11. Functional upgrade: Use modern information technology to build a smart petition handling system that anticipates and prevents problems early, promotes lawful and timely local conflict resolution, gauges public sentiment, gathers collective wisdom, protects public interests, builds public trust, and fosters social harmony and stability.
