Main Responsibilities
1. Implement laws, regulations, and policies related to city landscaping, sanitation, urban lighting, city appearance, digital urban management, integrated law enforcement, and land planning supervision. Draft and execute related policy documents once approved.
2. Develop and implement plans for landscaping, sanitation, urban lighting, city appearance, digital urban management, and integrated enforcement.
3. Prepare and oversee annual urban maintenance funds and special fund plans (excluding roads), ensuring proper allocation and usage.
4. Manage sanitation, urban lighting, municipal parks, and road greening maintenance (excluding expressways and forest land). Coordinate city appearance and sanitation management and lead environment improvement initiatives.
5. Develop and implement outdoor advertising facility plans (except bus shelters); oversee district-wide outdoor advertising approvals and compliance.
6. Oversee the maintenance of district sanitation systems, lighting, parks, and greenery. Responsible for the renovation and upgrading of parks and road greenery.
7. Supervise safety management responsibilities in sanitation, urban lighting, outdoor advertising, parks, and greening sectors.
8. Coordinate and direct integrated urban management law enforcement across the district, including professional training and assessment, special enforcement campaigns, and investigations into major and cross-subdistrict cases.
9. Address significant land planning violations and organize and coordinate cross-subdistrict enforcement.
10. Manage legacy illegal rural urbanization buildings and approve temporary structures on sold land parcels.
11. Supervise land inspection work, including satellite-based monitoring and clearing illegal land use and constructions.
12. Cultivate specialized teams in urban management, integrated law enforcement, and land planning supervision.
13. Complete other tasks assigned by the district Party committee, government, and higher authorities.

- Improve modern urban governance aligned with international standards by focusing on legal frameworks, clear responsibilities, service orientation, standardized enforcement, and public safety.

- Innovate urban management concepts by fully leveraging modern information technologies for smart, scientific, and functional urban governance.
15. Key Division of Responsibilities:
- With the Municipal Planning and Natural Resources Bureau Guangming Sub-bureau:
(1) Regarding Greening Management:
The Municipal Planning and Natural Resources Bureau Guangming Sub-bureau is responsible for forestry management throughout the district. It organizes and carries out land greening, afforestation, voluntary tree planting by the public, protection and supervision of ancient and famous trees. The District Urban Management and Law Enforcement Bureau is responsible for managing parks and road greening under its jurisdiction and oversees greening management of district-managed roads.
(2) Regarding Park Management:
The Municipal Planning and Natural Resources Bureau Guangming Sub-bureau is responsible for managing the district's nature reserves, scenic spots, natural heritage sites, geological parks, and wetland parks, as well as for the overall planning and guidance of forest park construction. The District Urban Management and Law Enforcement Bureau is responsible for the overall coordination and guidance of municipal and country park construction within the district, and for managing district-administered parks.
-With Municipal Transportation Bureau Guangming Sub-bureau:
The Municipal Transportation Bureau Guangming Sub-bureau manages planning, construction, and acceptance for greenery of newly built or upgraded roads; The district bureau is responsible for the maintenance, acceptance, and upgrading for existing facilities.
- With Municipal Market Supervision Bureau Guangming Sub-bureau:
The district bureau manages outdoor advertising facilities and kitchen waste collection, logistics, and treatment. The Municipal Transportation Bureau Guangming Sub-bureau regulates outdoor advertising content and edible oil production and use.
- With District Housing and Construction Bureau:
The district housing bureau manages construction waste reception facilities (except those supervised by the district urban management bureau). The district urban management bureau oversees its own reception sites and ensures their stability and safety.
