Main Responsibilities
1. Responsible for emergency management across the district, providing overall coordination and guidance to subdistricts and departments in responding to production safety incidents, natural disasters, and other emergencies, as well as in disaster prevention, mitigation, and relief. Oversee comprehensive supervision and management of production safety, including in the industrial, mining, commercial, and trade sectors.
2. Formulate policies on emergency management and production safety. Organize the drafting of district-level plans for emergency system development, production safety, and comprehensive disaster prevention and mitigation. Draft and oversee the implementation of relevant regulatory documents.
3. Coordinate the development of the district's emergency response plan system. Establish and improve a graded response mechanism for accidents and natural disasters. Ensure coordination and alignment among various emergency plans. Organize the formulation of the district's overall emergency response plan, as well as specialized plans for production safety and natural disasters. Organize emergency drills and promote the construction of emergency shelter facilities.
4. Establish and manage an emergency management information platform to support data transmission, sharing, monitoring, early warning, and disaster reporting. Create systems for obtaining and sharing natural disaster information and lawfully release disaster reports.
5. Lead and coordinate emergency response efforts, guiding units in managing public emergencies and follow-up actions. Organize emergency rescue operations for incidents related to production safety and natural disasters. Oversee the district disaster response command center, analyze the development of emergencies, provide recommendations, and assist designated district leaders in organizing disaster response efforts.
6. Command and coordinate all professional emergency teams in the district. Establish coordination mechanisms, connect command platforms, and request and coordinate the involvement of the military and armed police in emergency rescue operations.
7. Coordinate the development of emergency rescue capabilities, including specialized teams for forest fire suppression, earthquake, geological disasters, ground collapse rescue, and workplace accidents. Guide the development of emergency rescue forces across the district and society, and coordinate the establishment of integrated emergency response teams.
8. Manage fire safety, implementing reform directives of the central government.
9. Guide and coordinate the prevention and control of forest fires, floods, droughts, freezing weather, typhoons, and geological disasters. Oversee comprehensive monitoring, early warning, and risk assessment of natural disasters.
10. Coordinate earthquake damage prevention efforts and organize earthquake monitoring, forecasting, and early warning activities.
11. Organize and coordinate disaster relief efforts, including disaster verification, damage assessment, and donation management. Manage, allocate, and supervise the use of relief funds and supplies in accordance with designated authority.
12. Lawfully exercise comprehensive supervisory authority over work safety. Guide, coordinate, and supervise the work safety efforts of relevant district government departments and subdistrict offices. Promote innovation and strengthen comprehensive safety oversight.
13. In accordance with the principles of tiered and territorial management, lawfully supervise and inspect industrial, mining, commercial, and trade enterprises for their compliance with work safety laws, regulations, and standards, as well as their safety conditions and management of relevant equipment (excluding special equipment), materials, and personal protective gear. Organize and implement the pre-production safety certification system in accordance with the law. Responsible for overall supervision of hazardous chemical safety and work safety supervision of fireworks and firecracker businesses.
14. Lawfully organize and guide the investigation and handling of workplace accidents, and supervise the enforcement of accountability and corrective actions. Organize investigation and assessment of natural disaster-related emergencies.
15. Participate in emergency management exchanges and organize cross-regional rescue efforts for workplace accidents and natural disasters.
16. Formulate and implement plans for emergency supplies reserves and rescue equipment. Take the lead in establishing a sound information platform and allocation system for emergency materials, and coordinate unified dispatch during disaster relief efforts.
17. Responsible for publicity, education, and training in emergency management and production safety. Organize scientific research, promote application of technologies, and advance digital development in emergency management and production safety.
18. Build and cultivate talent pools for emergency management and production safety.
19. Perform other duties assigned by the district Party committee, district government, and higher authorities.
20. Functional transformation: The District Emergency Management Bureau shall strengthen, optimize, and coordinate the development of emergency response capabilities across the district, building a unified, authoritative, and efficient emergency management system with clear responsibilities. The goal is to establish an emergency management mechanism that features unified command, integration of routine and specialized forces, quick response, coordinated action across all levels, and alignment of peace-time and emergency-time operations.
- Emphasize prevention as the priority while combining prevention, response, and recovery. Strive to shift from post-disaster relief to pre-disaster prevention, from managing single disasters to comprehensive risk reduction, and from minimizing losses to reducing risks. Improve the district's overall emergency management capacity and its ability to prevent, mitigate, and respond to major safety hazards.
- Adhere to a people-centered approach, placing the protection of lives above all else. Ensure the basic livelihood of affected populations, enhance emergency preparedness drills, raise public awareness of disaster prevention and reduction, improve public education and self-rescue/mutual-aid skills, and effectively reduce casualties and property loss.
- Uphold the principle of safe development, with a focus on life and safety first. Improve the safety production responsibility system and resolutely prevent and contain major and severe safety accidents.
