Main Responsibilities


1. Implement the guidelines, policies, laws, and regulations related to commerce issued by the national, provincial, and municipal governments.

2. Formulate and organize the implementation of strategies, plans, and policies for commercial development. Draft and implement policy measures for market system development, domestic and foreign trade, and investment. Accelerate the development of a modern market system. Promote the integrated development of domestic and foreign trade, and optimize the layout and structure of the commercial circulation industry.

3. Coordinate efforts to rectify and regulate the order of the market economy. Develop and enforce policies to standardize market operations and circulation order. Monitor market trends and commodity supply and demand, provide forecasts and early warnings, and guide information dissemination. Promote trust and credit systems in commerce. Oversee planning for wholesale markets and urban commercial outlets, as well as the construction of commercial systems. Facilitate reform of commerce circulation systems and resolve key issues. Promote standardization in circulation. Establish and improve emergency management mechanisms for the market supply of essential goods.

4. Draft and implement development plans and policy measures for exhibitions, e-commerce, and business services. Be responsible for external exchanges in the exhibition industry and the introduction of branded exhibitions. Oversee the management of the exhibition industry within the jurisdiction. Guide local exhibitions and participation in overseas exhibitions. Promote the transformation of trade growth models, guide and coordinate the development of trade promotion systems, and advance the construction of e-commerce service systems and platforms. Promote the development of small and medium-sized commercial enterprises and guide adjustments to the structure of commodity trade.

5. Formulate policies for the circulation industry. Propose policy recommendations for optimizing industrial layout and structure, and organize their implementation. Responsible for the development of the circulation industry. Promote the development of modern circulation methods such as chain stores, franchising, and logistics distribution. Advance brand building in the circulation sector. Oversee the recycling of renewable resources. Regulate auctions, leasing, automobile trading, and used goods markets according to law.

6. Take the lead in promoting supply chain development. Formulate and implement development plans, programs, and policies for the supply chain. Improve the supply chain development system and guide traditional distribution companies evolve into supply chain service providers.

7. Implement policies and measures to optimize the import and export structure of electromechanical and high-tech products and facilitate foreign technology trade. Guide the work related to processing trade and promote its transformation and upgrading.  Advance the standardization of import and export trade. Guide, coordinate, and promote the development of foreign trade brands. 

8. Develop plans for service trade growth. Oversee and develop commerce-related services including wholesale, retail, catering, and housekeeping. Facilitate opening up of service trade. Collaborate with other departments on policies promoting service import/export and outsourcing. Encourage growth of the service outsourcing industry.

9. Organize and coordinate the implementation of the "going global" strategy. Implement plans, policies, management regulations, and outbound investment programs related to foreign economic cooperation. Within the scope of authority, manage, supervise, and provide services for foreign investment, overseas contracting projects, and overseas labor cooperation. Oversee the international freight forwarding industry.

10. Guide foreign investment initiatives. Formulate and implement strategies and policy measures to promote foreign investment and improve the foreign investment environment. Manage matters related to foreign-invested enterprises and projects in accordance with the law. Supervise and inspect the legal compliance of foreign-invested enterprises, and coordinate the resolutions of major issues. Provide services and compile statistics related to foreign investments.

11. Guide and coordinate investment promotion efforts. Establish and improve investment promotion mechanisms. Draft investment promotion plans and organize their implementation. Guide district departments, subdistricts, and major industrial parks in investment attraction. Lead both domestic and international investment promotion activities. Undertake the attraction and follow-up services of major projects outside the district.

12. Oversee production safety in the commerce sector.

13. Develop talent and workforce within the commerce industry.

14. Perform other duties assigned by district authorities and higher-level departments.
