Main Responsibilities


1. Enforce water-related laws and regulations issued by higher authorities. Formulate relevant policy documents in accordance with the law and organize their implementation upon approval. Draft water affairs development plans, medium- and long-term plans, and annual plans, and organize their implementation upon approval.

2. Coordinate and ensure water use for domestic, industrial, and ecological purposes. Implement the strictest water resource management system and unified oversight. Publish regular district-wide water resource bulletins.

3. Protect water resources by monitoring river flows and reservoir levels, testing water quality, and assisting in source protection.

4. Lead and coordinate comprehensive water environment improvements. Guide, coordinate and supervise water pollution control, urban flood management, and drainage infrastructure projects.

5. Manage the operations and franchises of the water supply industry. Ensure the quality of public water supplies and enforce industry standards.

6. Supervise the construction of water projects and their quality control and safety. Oversee workplace safety of the water sector. Manage the collection and use of river channel maintenance fees. Supervise fixed-asset investments in government-funded water projects and handle the management of special funds for water development.

7. In accordance with the principle of hierarchical management, supervise and manage reservoirs, rivers, levees, estuaries, flood detention zones, and other water facilities across the district. Be responsible for the safety of reservoirs, rivers, flood detention areas, and other water engineering facilities during floods and typhoons. Handle the approval of construction projects within the scope of water engineering.

8. Be responsible for the prevention and control of soil erosion. Approve and supervise soil and water conservation plans for construction projects.

9. Be responsible for water conservation. Formulate water-saving policies and related standards. Guide and promote the development of a water-saving society and a water-efficient city.

10. Be responsible for the management of the drainage sector. Oversee the construction and management of drainage facilities across the district, including sewage and sludge treatment facilities. Supervise and evaluate the performance of drainage service operators. Administer sewage treatment fee collection and usage, and set service fee standards.

11. Implement the relevant requirements of the comprehensive disaster prevention and mitigation plan. Develop flood and drought prevention plans. Monitor water levels and drought conditions, provide early warnings, and organize emergency dispatch plans for water projects. Provide technical support during floods and coordinate water project operations during typhoons.

12. Build and manage water administration inspection teams. Investigate and address legal violations related to water resource management, soil conservation, river and reservoir management, water supply, water saving, water infrastructure construction, and drainage. Handle administrative penalties, legal reviews, and appeals.

13. Coordinate sponge city development across the district. Develop plans, supervise implementation, and evaluate performance.

14. Guide development of human resources in the district's water affairs sector.

15. Complete other tasks assigned by the district party committee, government, and relevant higher authorities.

16. Functional transformation: Prioritize rational and efficient water use, conservation, and resource allocation. Emphasize demand management rather than simply increasing supply. Strengthen water environment, safety, and ecological management. Enhance basin-wide integrated management to protect water bodies and infrastructure, maintaining healthy waterways and environment. Balance water needs to ensure sustainable use and support socio-economic development.

17. Coordination with Guangming Sub-bureau of the Municipal Ecology and Environment Bureau: The ecology sub-bureau oversees district-wide water pollution control, participates in water environment governance and river basin management plans, and manages cross-boundary water quality monitoring. The water affairs bureau focuses on water resource protection, leads water environment remediation, implements pollution control, river and flood management, drainage, and water source protection projects, and coordinates with municipal authorities on pollution control initiatives. Both bureaus shall strengthen communication, establish consultation mechanisms, regularly share information on pollution prevention and water projects, and work together to resolve major issues.
