Main Responsibilities
1. Implement relevant national, provincial, municipal, and district laws, regulations, and policies concerning urban development, construction projects, real estate, surveying and design consulting, property management, the gas industry, the construction industry, housing safety, construction waste reduction and reutilization, housing system reform, talent housing and affordable housing development, housing rentals, housing provident fund management, and related fields. Develop localized policies for approval and oversee their implementation.
2. Promote housing system reforms and housing security programs. Coordinate district-level construction, maintenance, leasing, sale, and supervision of talent housing, affordable housing, relocation housing, and other policy-driven housing projects. Manage the payments of housing subsidies. Investigate and address illegal activities related to affordable housing leasing/sales, subsidies and housing reform.
3. Develop and organize the district's housing development plan. Formulate annual implementation plans for talent housing, low-cost commercial housing, public rental housing, and other projects, and monitor their progress. Coordinate district-wide shantytown renovations. Manage affordable housing and government-owned real estate within the district.
4. Oversee the real estate market in the district. Assist in formulating housing development policies and annual plans. Support industry supervision efforts, and oversee and manage housing rentals within the jurisdiction.
5. Coordinate district-wide housing safety management. Conduct housing safety assessments. Supervise property services, assist with maintenance fund collection and usage, guide property bidding, and support industry training initiatives.
6. Supervise construction project quality and safety. Oversee the quality, work safety, and civilized construction practices of district-administered projects. Manage construction permitting for building projects. Organize or participate in investigation and handling of construction quality and safety accidents. Handle acceptance filings for completed projects. Oversee quality and safety supervision agencies.
7. Regulate the construction market and industry, including surveying and design sectors. Supervise bidding processes for construction projects and related equipment/materials. Be responsible for construction cost and contract management.
8. Guide architectural technologies and standards. Lead district efforts in green building and prefab construction, and promote construction waste reduction and recycling.
9. Be responsible for the application, review, and supervision of civil air defense projects (construction of air-raid shelters integrated with civilian buildings). Draft the district-level air defense response plan and provide guidance for air defense drills.
10. Review fire protection designs in construction projects. Oversee fire protection materials and products used in building interiors during construction. Conduct fire safety acceptance inspections upon project completion.
11. Supervise the gas industry and enforce safety oversight. Participate in the investigation and handling of gas-related accidents. Oversee the planning, construction and management of underground utility tunnels across the district.
12. Collaborate with the Municipal Housing and Urban-Rural Development Bureau on livable city initiatives.
13. Research and propose policies and measures for talent development in housing construction, and organize their implementation.
14. Complete tasks assigned by the district Party committee, district government, and higher authorities.
15. Functional transformation: Promote high-quality development in line with new development philosophies; advance reforms and innovations in housing construction; strengthen macro-level real estate controls; strengthen efforts in the construction, acquisition, and management of talent housing and affordable housing; fully implement new housing policies; and address imbalances and shortcomings in housing development.
16. Division of Responsibilities:
- With the Guangming Sub-bureau of the Municipal Planning and Natural Resources Bureau: The housing and construction bureau manages the real estate market and related industries; the planning sub-bureau provides technical support and information sharing. Both shall coordinate to promote a stable, healthy real estate market.
- With the District City Renewal and Land Development Bureau: The housing and construction bureau drafts shantytown renovation plans and selects project implementers; the urban renewal bureau manages project approvals, land use, planning permits, and completion acceptance.
- With the District Urban Management and Law Enforcement Bureau: The housing and construction bureau oversees construction waste acceptance sites (except those transferred to the urban managment bureau), while the urban management bureau manages sites under its jurisdiction and monitors their safety and stability.
