Main Responsibilities


1. Implement national, provincial, municipal, and district laws, regulations, decisions, and directives related to human resources. Draft relevant plans and organize their implementation.

2. Oversee comprehensive management of human resources and the human resource market, and promote rational flow and effective allocation of human resources.

3. Improve mechanisms for coordinating labor relations. Guide and supervise enterprises in impelmenting regulations on working hours, leave policies, and special labor protections for women and minors. Organize labor inspections and arbitration of labor disputes.

4. Promote employment and entrepreneurship. Establish employment assistance systems and improve public employment and entrepreneurship services. Provide employment and unemployment forecasts, early warnings, and informational guidance, and implement preventive, regulatory, and control measures.

5. Manage professional and technical title evaluations for personnel outside government agencies and public institutions.

6. Fulfill other tasks assigned by the district Party committee, district government, and higher authorities.
