Main Responsibilities
1. Implement national, provincial, and municipal laws, regulations, and policies related to civil affairs and services for persons with disabilities. Formulate and carry out district-level civil affairs and disability service development plans.
2. Manage residents' minimum living security; provide aid to low-income and vulnerable families, persons facing special difficulties, and homeless individuals; hold temporary relief and improve the social assistance system.
3. Review and approve the establishment, abolition, adjustment of subdistrict offices, and relocation of government seats. Oversee the administrative boundary demarcation and management, and mediate boundary disputes related to subdistrict jurisdictions.
4. Administer all marriage registration services within the district.
5. Oversee funeral and burial services; promote reforms in funeral practices.
6. Responsible for the management, use and allocation of welfare funds. Provide guidance on the management of social welfare institutions, such as elderly care centers, child welfare facilities, and child protection organizations. Strengthen safety management within these institutions.
7. Coordinate and supervise elderly care services; implement welfare and aid programs for elderly persons in special difficulty.
8. Manage child adoption registrations and guide the provision of child welfare and protection services across the district.
9. Organize rehabilitation, rights protection, and disability assessments for persons with disabilities. Assist relevant departments in building barrier-free environments. Promote employment, education, cultural and sports activities, disability prevention, and support for persons with disabilities.
10. Guide the development of charitable activities and social donations.
11. Oversee the daily operations of the District Committee on Aging; strengthen coordination, supervision, guidance, and the organization and promotion of aging-related initiatives.
12. Carry out administrative enforcement of regulations concerning social assistance, marriage registration, funeral services, social welfare, charitable activities, and social organizations.
13. Perform other duties assigned by the district Party committee, district government, and higher-level departments.
