The bureau implements the policies and decisions of the CPC Central Committee and provincial and municipal Party committees concerning industry and information technology, agriculture, regional cooperation, and related exchanges, while upholding centralized leadership of the Party.
Main Responsibilities
1. Formulate and implement district-wide development strategies, medium- and long-term plans, annual plans, policies and measures for industry and information technology. Propose policies to optimize industrial layout and structure; research and propose new industrialization strategies; promote the integration of informatization with industrialization, and the integration of manufacturing with production services. Guide quality management and work safety in the industrial and information technology sectors.
2. Monitor and analyze district-wide overall performance of the industry and information technology sectors; publish relevant information; provide forecasts, early warnings, and policy recommendations on major issues affecting sector development; take the lead in enterprise services and the cultivation of large backbone enterprises; coordinate industrial transformation and upgrading efforts.
3. Responsible for overall planning, implementation, management, and performance evaluation of fiscal funds and budgets under the bureau’s purview.
4. Implement special plans and policy measures for intra-city industrial transfer and the development of industrial parks. Study and coordinate major issues in the development of industrial parks and propose policy recommendations.
5. Formulate and implement policy measures to promote fixed-asset investment and technological upgrading investment in the industrial and information technology sectors; coordinate follow-up service for major projects.
6. Coordinate and guide technological progress, innovation, technology import, assimilation and re-innovation, localization of major technical equipment, and the development of major technical equipment in the industrial and information technology sectors. Promote the industrialization of relevant scientific and technological achievements.
7. Coordinate and promote the application of information technology across the economy; advance the deployment of new-generation IT and internet infrastructure; coordinate the planning of communication pipelines, stations, and public telecom networks; encourage resource sharing and interoperability.
8. Guide and promote agricultural development and modernization, and oversee the protection of the quality of arable land and permanent basic farmland according to law.
9. Organize and implement special plans and policy measures for resource utilization, clean production, energy conservation, and the circular economy in the industrial and information technology sectors; supervise energy conservation; promote green manufacturing.
10. Oversee the production and sale of civilian explosives.
11. Coordinate and promote the construction of district-wide military-civil fusion platforms and carriers; organize and advance exchanges and cooperation among relevant military-civil fusion institutions.
12. . Coordinate, guide, and support the district's east-west cooperation, counterpart assistance, rural revitalization, and related collaborative exchanges.
13. Guide talent development and external cooperation within the bureau system.
14. Complete other tasks assigned by the district Party committee, district government, and superior authorities.
15. Implement functional transformation reforms.
