Main Responsibilities

1. Formulate district-wide innovation-driven development strategies and plans to promote the construction of a strong technology sector, as well as plans and policies to advance scientific and technological development, and organize their implementation.

2. Coordinate the advancement of the district's innovation system construction and reform of the science and technology management system. Collaborate with relevant departments to improve incentives for scientific and technological innovation. Optimize the research system and enhance the overall societal innovation capacity with enterprises as the main body. Promote the integration of science and technology with finance.

3.  Promote the layout of basic and applied fundamental research across the district. In line with the major scientific infrastructure needs of Guangming Science City, attract and cultivate key laboratories, basic research institutions, and other high-end innovation platforms. Assist research institutions with innovation performance management and advance the open sharing of scientific and technological resources.

4. Align local efforts with major national, provincial, and municipal science and technology projects. Promote research and innovation in key generic technologies, cutting-edge leading technologies, modern engineering technologies, and disruptive technologies.

5. Responsible for technology transfer across the district; formulate and supervise the implementation of policies related to the transfer and commercialization of scientific and technological achievements; promote commercialization of research results; guide the development of technology services and technology markets. Encourage and support enterprises in carrying out industry–university–research cooperation.

6. Coordinate the development of the technology enterprise incubation and cultivation system; strengthen incubator management and improve incubation capacity.

7. Cooperate with other departments to build high-level innovation talent teams.

8. Manage the district's special funds for science and technology development; establish  mechanisms for funding coordination, assessment, and supervision; promote the development of a diversified science and technology investment system; assist enterprises in applying for national, provincial, and municipal science and technology programs, special funding subsidies, research projects, and science and technology awards.

9. Publicize science and technology policies; organize external technological exchanges and cooperation; support participation of science and technology enterprises in domestic and international expos; Oversee matters related to Guangming District's participation in China Hi-Tech Fair.

10. Organize innovation and entrepreneurship competitions; promote science and technology entrepreneurship.

11. Complete other duties assigned by the district Party committee, district government, and higher-level departments.
