Main Responsibilities:


1. Implement education laws, regulations, and policies issued by national, provincial, and municipal authorities. Draft district-wide education development and annual work plans. Formulate education and teaching reform programs and implement them upon approval.

2. Promote balanced development of compulsory education and ensure educational equity. Plan and oversee preschool, compulsory, vocational, adult, and special education sectors. Guide schools in standardized management, advancing reforms, and fully implementing quality education initiatives.

3. Guide and coordinate school establishment. Formulate and implement enrollment plans for schools across all levels and types. Organize admission and examination processes.

4. Handle administrative approvals for private schools, kindergartens, non-academic educational training institutions run by social organizations, and after-school programs. Guide, manage, and supervise private educational institutions and kindergartens. Investigate and address violations of education laws within the district.

5. Responsible for the management of education funds. Guide and supervise internal audits for educational institutions. Plan and manage educational technology and digitalization efforts. Coordinate and guide school infrastructure construction.

6. Guide and coordinate teaching and research work, and student financial aid programs. Manage educational exchanges and cooperation activities. Provide guidance to schools on the standardized management of campus logistics.

7. Provide guidance to teachers at all levels and types of schools and kindergartens on ideological and political work, student moral education, the development of campus culture and civility, as well as physical education, the arts, and health education. Assist in the promotion of Putonghua and the standardization of written language.

8. Manage teacher recruitment, assignments, performance evaluations, and professional title assessments. Promote reforms of the personnel system.

9. Build and strengthen the teams of teachers and education administrators across all levels and types of schools and kindergartens in the district. Assist personnel departments in the evaluation, appointment, and dismissal of cadres. Work with relevant departments to manage foreign teachers.

10. Guiden and supervise school safety management. Provide guidance on legal, national defense, and safety education across all schools. Monitor and inspect the implementation of education laws, regulations, rules and policies within the district’s education system.

11. Research and propose policies for talent development in education, and organize their implementation.

12. Perform other tasks assigned by the district Party committee, district government, and higher-level authorities.
