Main Responsibilities:

1. Develop and organize the implementation of the district's medium- and long-term, as well as annual economic and social development plans. Coordinate economic analysis and monitoring. Guide the advancement of economic system reform, oversee efforts to improve the business environment across the district, and promote high-quality development. 

2. Coordinate the district-wide efforts for the construction of the Guangdong-Hong Kong-Macao Greater Bay Area International Science and Technology Innovation Center, Comprehensive National Science Center, and the planning and development of Guangming Science City.

3. Prepare social fixed-asset investment and government investment plans. Approve government investment projects and manage the filings, approvals and re-submission of social investment projects within authorized scope. Coordinate the planning and construction of key projects.

4. Promote balanced regional development and coordinate the planning and construction of major urban infrastructure and public service facilities.

5. Coordinate population service and management. Responsible for price supervision in accordance with regulations. Oversee district-wide national mobilization efforts.

6. Conduct research on emerging industries and drive the development of new economic growth engines. Oversee marine economic development.

7. Formulate and implement energy and green development plans and policies. Coordinate the monitoring of the operations of the energy and power sectors. Coordinate the planning, construction, and safety management of new energy vehicle charging infrastructure.

8. Ensure the protection of oil pipelines and long-distance natural gas pipelines within the district.

9. Coordinate and promote the development of the financial industry within the district. Assist in implementing financial regulatory work and take the lead in preventing and  addressing illegal fundraising activities. Provide coordination and services for corporate restructuring and public listings.

10. Undertake administrative support tasks including coordination of rail transit project construction and liaison with higher authorities regarding rail transit network planning.

11. Conduct technical reviews of the implementation plans and value-for-money evaluations for the district government's public-private partnership projects, and prepare fiscal affordability reports.

12. Complete other assignments from the district Party committee, district government, and higher-level departments.
