Main Responsibilities:

- Implement the Party's theories, guidelines, policies, laws, regulations, and the decisions, orders, and instructions issued by higher-level Party committees and government authorities. Complete all tasks assigned by superior bodies.

- Take primary responsibility for comprehensive and strict Party governance by strengthening grassroots Party discipline and integrity, and actively combat corruption.

- Oversee the development of grassroots Party organizations and cadre teams. Help community Party organizations serve as the core leadership in various groups and organizations, and Party members serve as pioneers within the community.

- Enhance grassroots governance by coordinating community development and leading community affairs. Provide accessible and beneficial community services, promote community co-construction, resource sharing, and resident self-governance. Continuously improve community service capabilities and governance standards. Promptly convey residents' concerns and demands to higher-level governments, handle letters and visits from the public, and safeguard the legitimate rights and interests of the people.

- Promote grassroots democracy and the construction of socialist spiritual civilization. Implement relevant laws, regulations, and policies regarding education, science and technology, civil affairs, culture, sports, health, employment, entrepreneurship, and services for retired military personnel, and organize public service initiatives accordingly.

- Maintain community safety by building safe communities and upholding political security, social stability, and public order within the jurisdiction. Manage judicial and administrative affairs, conduct legal education and publicity, and prevent and resolve major political and social risks and conflicts. Strengthen population registration and comprehensive housing management, and implement community grid management.

- Improve the business environment within the jurisdiction, and carry out economic services such as enterprise support, guidance and supervision of the collective economy, and statistical work.

- Manage urban construction and administration, including renewal and transformation projects, land preparation, production safety, fire prevention, labor management, planning, and land supervision. Coordinate water management, ecological protection, and other environmental efforts within the jurisdiction.

- Take overall charge of emergency coordination and response within the subdistrict.

- Organize, coordinate, and direct law enforcement activities in relevant fields according to applicable regulations.

- Lead community trade unions, the Communist Youth League, women's federations, other mass organizations, and the local armed forces. Support and ensure that subdistrict administrative bodies, economic organizations, and community self-governing entities fully exercise their powers.

- Carry out other assignments entrusted by the district Party committee and district government.
