Urban Construction

Guangming District, located in the north of Shenzhen, covers a total area of 156.1 square kilometers with a population of 1.38 million. The district shares the border with the city of Dongguan, while connecting with Guanlan, Songgang, and Shiyan to its east, west, and south. With six subdistricts, including Guangming, Gongming, Xinhu, Fenghuang, Yutang, and Matian, Guangming District manages 31 local communities.

Geographical Background

Guangming District is located in the north of Shenzhen, Guangdong, and has a sub-tropical climate with an average temperature of 23oC. With an abundance of natural resources, Guangming is surrounded by mountains, rivers, forests, and lakes. The district also enjoys a high green cover ratio with 53.6 percent of its land designed as Ecological Protection Area.

Economic Achievements

Guangming District has achieved remarkable economic growth with a GDP of 921 billion yuan and industrial production of 2,206 billion yuan in 2018, ranking among the top districts in Shenzhen. In the near future, Guangming’s economic gross value will realize the historical leapfrogging from tens of billions to hundreds of billions.

Ecological Resources

Guangming District enjoys an abundance of ecological resources, including mountains, rivers, forests, farming fields, lakes and other landscapes. It is one of the showcase Eco cities, where six national initiatives, such as Sponge City Program, Green Construction Project, and Modern Urbanization Program, are implemented. With abundant natural resources, the district has established a number of ecological nodes, namely public parks, wetland parks, local reservoirs, and farming fields. Also, the mainstream and tributaries of Maozhou River, together with the urban green trails, are planned as major ecological corridors, while the eastern and northern forests are protected as ecological protection areas.

Education

Guangming District will be home to a batch of leading universities and research institutes, such as Sun Yat-sen University-Shenzhen college, University of Chinese Academy of Sciences-Shenzhen Polytechnic University, and Shenzhen Institutes of Advanced Technology-Chinese Academy of Sciences. Sun Yat-sen University, Central China Normal University, Shenzhen Experimental Education Group, and Shenzhen Educational Science Group have started to develop collaborative elementary and middle schools. Both Shenzhen Experimental School- Guangming Campus and Shenzhen Experimental Education Group Affiliated Elementary School have been ready for recruitment and admission in Fall 2019, while Shenzhen Experimental Education Group Affiliated School (Elementary and Junior High Schools) will start admitting students in Fall 2020. Guangming District government also endeavors to develop quality public kindergartens, while focuses on promoting local early childhood education brands. By 2020, 2 universities, 28 public kindergartens, 16 elementary schools, including the expanded Guangming Qingchengda Primary School and Sun Yat-sen University Affiliated Schools, will be open to the public, admitting extra 25,800 students in the basic education system.

Health Care

Residents of Guangming District enjoy high-level public healthcare services and medical facilities. The most professional general hospital in Southeast China, Sun Yat-sen No.7 Hospital, will be open to the public in the near future. Also, University of Chinese Academy of Sciences, Shenzhen Hospital, is being upgraded to a Grade-A Tertiary hospital. In addition, Shenzhen Traditional Chinese Medicine Hospital, Guangming, will be constructed as the largest international modern general TCM hospital in Shenzhen as well as a TCM health center in the district. With these three major hospitals put into operation, 108,000 medical accommodations will be available in the district. By 2020, the ratio of medical beds per thousand is estimated to reach 8.1. Guangming is determined to develop community health care services by increasing the number of family health care physicians and medical beds in the community clinics.

Housing Security

By March 2019, 16 government-subsidized housing units for skilled talents had been accomplished in Guangming District, providing 17,715 apartments to the public. The largest construction program of public rental homes, Changzhen Public Rental House Project, as well as the Guangguyuan Dormitory Project, will be put into use in the near future. In 2020, Guangming District will invest 8 billion yuan in the construction of over 26 government-subsidized housing units, which will cover a floor area of 2.3 million square meters and release 31,000 apartments.

Commercial Complexes

Guangming District will accelerate the constructions of Longguangjiulongtai Commercial Complex, Baolilai Hotel, Guangmingdaqianli Commercial Complex, and other high-end commercial facilities. It is estimated that by 2020 there will be 3 more commercial complexes with additional commerce-based area of 60,000 square meters. By 2021, 5 more commercial complexes will be open to the public.

Public Facilities

Municipal urban facilities, such as Shenzhen Science and Technology Exhibition Center, Guangming Culture and Arts Center, Guangming Book Mall, Guangming Public Gymnasium, Guangming Children's Park, Guangming Exhibition Center, are planned to be established in Guangming District. The Shenzhen Science and Technology Exhibition Center, one of the key projects, will be the largest-scale non-profit STEM education center. It aims to educate the public with basic science education, raise STEM talents, and promote the residents' technological innovation abilities. There are also plentiful cultural and athletic events held in the district, such as International New Media Videos Festival, Guangming International Half-marathon, and ITF International Tennis World Tour.

Industrial Lands

Compared to other top districts in Shenzhen, Guangming District enjoys more valuable industrial lands. Supported by accurate land supply, integrated land acquisition and cooperative land development, the district ensures that enterprises and industries will be provided with spatial land supply.

Housing Policies

Guangming District will ensure the industrial properties in the Science Park are properly managed and the housing price is supervised in terms of related administrative regulations. With collaboration with Guangming Investment Website, the district government will take actions to crack down on illegal property traders so as to ensure adequate land supply to enterprises and help lower their costs of renting. It is also devoted to improving industrial land planning and industrial property constrictions so as to maintain the most reasonable housing price among other districts in Shenzhen.

Favorable investment climate

To create a favorable investment climate in Guangming District, the administration has been reforming policies on investment. Specifically, a “1 plus 4 plus N" policy tool kit is implemented to support the development of industries and the growth of domestic and overseas investment. The 4 reformed policies focus on investment promotion at home and abroad, the planning of building an innovation-driven economy, the growth of enterprises, and the highly skilled talents import. Meanwhile, "N policies” aims to specify and specialize government's role of supporting key enterprises. Guangming District government is committed to improving its services for enterprises with optimizing its "district-subdistrict-community" three-layered services system. The "three targets” service management will provide solid support to the leadership in primary enterprises, offer improved services to small and medium-sized corporates, and hold events to clarify reformed policies to large-scale enterprises.
