Guangdong Province has recently announced a three-year action plan (2023-2025) to support Shenzhen and Guangzhou to optimize their business environments through a series of pilot projects, Shenzhen Special Zone Daily reported.

Guangzhou and Shenzhen are encouraged to intensify their reform efforts and achieve replicable innovative achievements in various aspects such as the approval process and comprehensive services for enterprises, the report said.

The action plan aims to promote balanced and integrated development of the business environment across Guangdong Province, address key issues related to market entry, operation and exit, and establish a number of comprehensive reform demonstration sites for business environment by 2024.

By 2025, significant achievements are expected in crucial areas such as eliminating hidden barriers, streamlining approval processes, and strengthening in-process and post-supervision measures.

The action plan outlines several main tasks, including the creation of a market and factor environment for fair competition, the establishment of an efficient and convenient government administrative environment, the fostering of a fair and just legal environment, the promotion of an open environment for win-win cooperation, and the development of a regional balanced and collaborative development environment.

Efforts will be made to support small and medium-sized enterprises and to facilitate legal, accounting, architecture and medical professionals from Hong Kong and Macao to work in the Guangdong-Hong Kong-Macao Greater Bay Area, as per the plan.
