Guangming District holds an event Sept. 8 to explain the district's policies in enouraging enterprises to go public.
Guangming District recently released the Measures of Guangming District to Promote the High-Quality Development of the Manufacturing Industry to accelerate the growth of strategic emerging industry clusters and promote the high-end, intelligent and green development of the manufacturing industry, Bao'an Daily reported.
Strengthening the foundation for the development of the manufacturing industry
Measures include accelerating the investment and construction of major manufacturing projects, supporting the growth of manufacturing companies, encouraging the development of manufacturing enterprises and promoting the coordinated development of industrial chains.
For projects with an investment amount between 100 million yuan (US$13.73 million) and 1 billion yuan that meet the requirements specified in the land contract and complete investment tasks as planned, a subsidy of 0.1% of the actual investment amount will be provided. For construction projects exceeding 1 billion yuan, a subsidy of 0.2% of the actual investment amount will be provided, up to a maximum of 10 million yuan for a single enterprise.
Accelerating innovation and upgrading of the manufacturing industry
The four measures are: improving the innovation system, enhancing industrial design innovation capabilities, encouraging technological transformation and promoting the application of innovative products.
Subsidies will be provided for entities undertaking the construction of national, provincial, and municipal "manufacturing innovation centers," up to a maximum of 20 million yuan.
Rewards of 5 million yuan, 3 million yuan and 2 million yuan will be granted to enterprises recognized by the national, provincial and municipal governments as "technology centers," respectively.
Accelerating the digital transformation of the manufacturing industry
Measures include supporting the upgrade and transformation of network infrastructure, supporting the digital upgrade of enterprise software and hardware, creating demonstration projects for digital transformation and strengthening the construction of digital transformation public service platforms.
Encouraging enterprises to go public
Measures include encouraging the growth of enterprises, helping them go public and promoting the "unicorn" exploration action.
The district will establish a database for listed companies and provide a one-time reward of 50,000 yuan for each company included in the database.
For companies intending to use funds raised through IPOs to purchase industrial properties for self-use within the jurisdiction, a maximum reward of 30 million yuan, or 10% of the house purchase price, will be provided in three years.
Assisting enterprises in expanding markets
Measures include encouraging participation in economic and trade exhibition activities, supporting enterprises in using e-commerce livestreaming platforms to expand markets, helping enterprises improve import and export efficiency, and enhancing enterprises' ability to cope with export risks.
The district will organize enterprises and industry associations to participate in domestic and overseas trade exhibitions. For those participating in domestic trade exhibitions organized by municipal and district government departments, a subsidy of up to 50% of the exhibition fees, with a maximum of 500,000 yuan, will be provided.
For those participating in overseas trade exhibitions organized by municipal and district government departments, a subsidy of up to 50% of the exhibition fees, with a maximum of 1 million yuan, will be provided.
Reducing the cost of manufacturing factors
The government will make efforts to reduce enterprises’ financing, housing and energy costs.
Optimizing the development environment
Measures include improving the talent service system for the manufacturing industry, optimizing the government service system, optimizing the regulatory enforcement mechanism and improving the intellectual property service system.
