Main duties:

1. Implement State, provincial and municipal laws, rules, regulations and policies on civil affairs and services for the disabled; draft and implement plans for developing the district’s civil affairs and services for the disabled.

2. Take charge of minimum subsistence allowance for residents, assistance to low-income families, assistance to especially needy people, temporary assistance, and assistance to beggars and homeless people; improve the social assistance system.

3. Guide the construction of resident committees, resident self-governance, the openness of resident committee affairs, and the general election of resident committees; guide the community governance system and governance construction to facilitate the construction of democracy at the grass-roots level.

4. Be responsible for the review and approval of applications for the founding, cancellation and changing of subdistricts and communities, as well as the changing of government locations; be responsible for the delimitation and management of district borders; mediate disputes over subdistrict borders.

5. Manage marriage registration in the district.

6. Be responsible for funeral management, and advance the reform of funeral management.

7. Be responsible for the management, use and allocation of social welfare funds, and the registration and management of social welfare institutions; supervise social welfare and old-age care institutions.

8. Coordinate, propel, guide, supervise and manage old-age care services; manage old-age welfare services and assistance to especially needy senior people.

9. Manage adoption registration; guide the district’s child welfare, assistance and protection services.

10. Organize services for the disabled, including rehabilitation, employment, education, cultural, art and sport activities, rights and interests protection, and disability prevention and verification; propel the construction of barrier-free facilities for the disabled; coordinate relevant departments in providing assistance to the disabled.

11. Guide the development of philanthropy and social donations.

12. Manage social organization registration, and perform annual checks; investigate and penalize illegal social organizations and violations by social organizations under the law.

13. Organize administrative law enforcement of social assistance, administrative divisions, marriage registration, funeral services, social welfare, philanthropy, social work and social organizations.

14. Implement development plans, policies and standards for social work; assist in building a team of talents in social work and a volunteers’ team.

15. Complete other tasks assigned by the CPC Guangming District Committee, the District Government and other governing departments.
