A series of government service reform projects based on digital technologies were launched recently in Guangming District.
The projects include a fast certificate issuing mechanism, a government subsidies and recipients matching system, a credit-based fast-pass service mechanism for talents of Guangming Science City, and a system that allows cross-provincial government service processing between Guangming and Bozhou District of Zunyi, Guizhou Province.
The fast certificate issuing mechanism has integrated certificate application, approval, and issuing of certificates. Before the service was launched, when a certificate application was approved, responsible staffers would need to type in the information of the applicant to the certificate making system. The process would normally take a few days. But now the information is automatically sent to the system, which not only ensures the correctness of the information but also cuts the certificate making process to just minutes.
The first batch of services entitled to fast certificate issuing includes five water-related affairs, including the issuing of approval of water consumption plans of key water consumption organizations and the registration of hydraulic engineering projects. The second batch of services that qualify for fast certificate issuing will be launched at the end of this year.
The government subsidies and recipients matching system is based on big data analysis to search for individuals and enterprises qualified for applying for government subsidies and send related information to them through text messages. If a subsidy expires for an applicant, the system will automatically analyze whether the applicant is still qualified for the subsidy. If the applicant still qualifies, the applicant will continue to receive the subsidy without further application.
The credit-based fast-pass service mechanism for talents of Guangming Science City will establish a whitelist of qualified talents and allow the whitelisted applicants to enjoy 209 services before they get approvals, 49 services with fast approvals and 22 services that require only written promises.
The cross-provincial government service processing system between Guangming and Bozhou allows citizens to deal with 92 government services of Guangming District and 67 government services of Bozhou District at the government service halls of both districts.
Guangming District will continue to deepen its reform of government services to provide more efficient and convenient services and support Guangming's construction of a world-class Science City and the northern center of Shenzhen.
