Guangming District was established Sept. 19, 2018. It is the youngest administrative district in Shenzhen and is located in the northwest part of the city. It is an important node of the Guangzhou-Shenzhen-Hong Kong-Macao Technology Innovation Corridor and a key advanced manufacturing base in the city. The district covers a total area of 156.1 square kilometers, with a permanent population of about 1.4 million people. It has six subdistricts, namely, Guangming, Gongming, Xinhui, Fenghuang, Yutang, and Matian, as well as a total of 31 communities.
Economic Overview
Guangming District has a solid industrial foundation. In 2019, the district's total economic output exceeded 100 billion yuan (US$13.75 billion), reaching 112.732 billion yuan in 2020 and 134.843 billion yuan in 2021. In 2022, its total economic output hit 142.71 billion yuan, up by 6.5% year on year; the added value of industries above designated size reached 92.143 billion yuan, up by 4.9% year on year; the total retail sales of consumer goods reached 23.765 billion yuan, up by 8.1% year on year; and the fixed asset investment reached 94.186 billion yuan, up by 7.0% year on year. The average annual growth rate in the past four years was 18.5%.
Development Orientation
With the goal of building a comprehensive national scientific center in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA), Guangming District is accelerating the construction of a world-class Guangming Science City with a combination of "science, city, industry and ecology." It is striving to become the high-quality northern center of Shenzhen.
Location and Transportation
Guangming District has an efficient and convenient transportation network. There are two high-speed railways, two intercity railways, six Metro lines, and it takes only half an hour to reach Hong Kong, Guangzhou, Shenzhen city center, Bao'an International Airport and Qianhai-Shekou Free Trade Zone.
Education Resources
Guangming District has gathered high-quality educational resources. It currently has 49 primary and secondary schools (34 public schools, one special education school and 14 private schools) and 92 kindergartens (55 public and 37 private). In the last four years, the district has added 21,000 public preschool educational admissions, 33,000 public compulsory education admissions and 9,600 high school admissions. It has introduced 20 renowned universities, research institutes, and primary and secondary schools such as Sun Yat-sen University, South University of Science and Technology, South China Normal University, Shenzhen Experimental School, Shenzhen Middle School and Shenzhen Elementary School through cooperation to set up branches in the district.
Medical Services
Guangming District has a total of 10,056 beds, with 8.35 beds per thousand people. Among them, the Seventh Affiliated Hospital of Sun Yat-sen University has a total of 4,000 beds, making it the largest high-level hospital in South China. The Guangming Branch of the Shenzhen Traditional Chinese Medicine Hospital is under construction, with a planned capacity of 2,000 beds. It will become the largest traditional Chinese medicine hospital and regional medical center in Shenzhen. Shenzhen Hospital (Guangming) of the University of Chinese Academy of Sciences has a total of 3,100 beds, and the bed capacity of Guangming District Maternal and Child Health Hospital project is 600 beds.
Housing Projects
There are currently 71 affordable housing projects in Guangming District, with a total of 69,500 units. Among them, 27 projects have been completed, with a total of 25,200 units, and 44 projects are under construction, with a total of 44,300 units. During the 14th Five-Year Plan period, a plan to add 40,000 units of affordable housing is in place to provide housing for talents in the construction of a world-class science city.
Ecological Resources
Guangming, known as a district of parks, boasts a total of 279 parks. Among them, Hongqiao Park was selected as one of the top 10 popular tourist destinations during the Spring Festival in 2021 and won the Annual Best Landscape Design Award in the "World Architecture Festival·China" selection. It has won top prize for six years in a row, according to the assessment of Sponge City Construction in Shenzhen from 2017 to 2022, and has become a national benchmark for sponge city construction and management.
Maozhou River was selected as one of the "Top 10 Beautiful Rivers and Lakes in Guangdong Province in 2021" and successfully entered the first batch of "Beautiful Rivers and Lakes Nomination Cases" by the Ministry of Ecology and Environment.
Innovation Elements
Guangming District has 31 incubation platforms with a total incubation area of 240,000 square meters and over 1,000 incubating companies. Among them, the Guangzhou-Shenzhen-Hong Kong-Macao Technology Transfer and Transformation Base provides up to 1,000 square meters of office and R&D space for entrepreneurs and teams from Hong Kong, Macao, and Taiwan, with up to three years of rent-free and up to 500,000 yuan in start-up funding.
The Guangming District Overseas Students Entrepreneurship Park provides up to 1,000 square meters of office and R&D space for overseas students' entrepreneurship teams. Rent for the first year of business operations is fully subsidized, and rent for the second and third years is 70% subsidized, with up to 500,000 yuan in start-up funding. The Science and Technology Financial Platform has been attracting financial credit and venture capital institutions to settle in and release policy-oriented financial products to help companies obtain financing. The Guangming Science and Technology Innovation Fund has a scale of 200 million yuan, which is used to invest in early-stage science and technology innovation projects in the district.
